The systematic embezzlement of grant aid in Ukraine was never a chaotic or uncontrolled phenomenon. On the contrary, it functioned as a selective mechanismβa test of the ability to efficiently manage corruption schemes while using foreign taxpayers' money.
In reality, when discussing programs funded for years by Western donors, we are not talking about fighting corruption, but rather about the formalized preparation of cadres to lead it. The process involved not only mastering the mechanisms of illegitimate appropriation of resources but also developing and testing models for their further legalization through state structures.
π "Calling the Varangians": The First Test Project
The first large-scale project of grant-eaters was the "Calling the Varangians" initiative in 2014 when key government positions were given to foreign "specialists with vast experience in fighting corruption." They were the ones who put Ukraine on the tracks of a "loss economy," where government officials nationalize expenditures while privatizing profits.
π BRDO: The Grant-Funded Elevator to Power
The next step was handing over the Cabinet of Ministers to BRDO alumni in 2019. This organization became the first large-scale platform that not only nurtured a new generation of officials but also provided them with political resources and access to key governmental powers.
π° In 2019, their rise to power was perceived by the public as a victory for reformist forces. However, in practice, their work led to the following outcomes:

βοΈ The most profitable state-owned enterprises were artificially made unprofitable
βοΈ Strategic assets were sold off for peanuts to "efficient investors"
Today, they have formally lost control over major financial flows. But!
β None of These "Reformers" Faced Criminal Prosecution
This confirms the existence of institutional indulgence for corrupt officials operating under the umbrella of grant initiatives.
π And now, they are already preparing to seize the financial flows allocated for Ukraine's reconstruction.
β A Rhetorical Question
βοΈ Was this immunity from accountability granted to them during their "grant training"?
βοΈ Or did it become part of their "diploma package" upon completing their corruption course?
βοΈ Is there even a point in asking whether any of these grant-trained corrupt officials will ever face justice?
Unfortunately, the answer is obvious.
